The Impact of Developing Logistics Activities on The Performance of Libyan Ports: An Applied Study on Al-Khums Seaport

Abstract

Seaports have transformed from simple water terminals for receiving ships into a complex, interconnected global industry where financial investments intertwine with technical requirements and operational management. Within this transformation, within this framework, the research addressed the definition and classification of seaports and reviewed the concept of logistics, highlighting the importance and objectives of the logistics system. The research focused on logistics activities as a key axis, explaining their impact and importance in improving performance. The research also aims to identify the role of logistics operations in port development and to highlight the importance of logistics services and activities, and that they are not complementary activities to traditional port activities, but rather are the heart of modern port business activities. In this context, the research studied the reality of the Al-Khums seaport, with the aim of identifying the problems and obstacles that prevent it from operating at its full operational capacity and affect its ability to provide high-quality services. A field survey was conducted to gain a deeper understanding of the problems facing the port and to assess the quality and value of the services provided to users. The study yielded key findings and recommendations that the researchers hope will contribute to economic development by emphasizing the importance of logistics activities in the development of the national economy. The most important of these was a lack of logistical capabilities, which classifies it as a third-generation port globally, despite being a tributary port due to its unique geographical location. The test statistic value (3.343) with a calculated significance of (0.002) is less than the significance level of (0.05). In conclusion, the researchers reached several recommendations to overcome the deficiency, which the researcher recorded in several points, the most important of which was the implementation of an administrative building dedicated to managing the port instead of the rented building. Completing the infrastructure and superstructure at the port requires attention to and keeping pace with developments in the maritime transport industry in the field of various handling equipment that increase the rates of trade at the container terminal.
