The Impact of Strategic Planning on Improving Logistics Activities Efficiency: A Field Study of the Port of the Misrata Free Zone

Abstract

This study aimed to determine the strategic impact of strategic planning (guidance, analysis, implementation, and control) on the efficiency of logistics activities at Misurata Free Zone Port. The research is significant because ports play a pivotal role in supply chains, and managers must shift from traditional management to strategic depth to meet smart port requirements. The study adopted a descriptive-analytical approach, using a questionnaire for a purposive sample of 38 managers. Results showed high agreement (mean= 3.48). Simple regression analysis revealed a very strong positive impact, explaining 67% of the variance (R²= 0.670). Furthermore, "implementation and control" had the strongest impact on performance management (R²= 0.733). The practical value of this study lies in providing a framework for port management to enhance logistics efficiency through digital control tools and closing the technical gap. The study recommends strictly linking resource allocation to strategic plans and investing in smart systems.
