شهدت ليبيا وجود العلماء والفقهاء الذين اسسوا الحضارة الاسلامية ، فقد عاشت البلاد في ابها عصورها التاريخية بسبب ما قدمه هؤلاء العلماء من علم ومعرفه في مختلف المجالات. كما عرفت ليبيا المذهب المالكي من خلال ابنائها الذين تتلمذوا على مؤسس المذهب الامام مالك بن أنس 93هـ-179هـ/712م -795م ومن بينهم الزليطني (حلو لو) أحمد بن عبد الرحمن بن موسي بن عبد الحق الزليطني ت 815هـ-898هـ/1412م-1493م عالم بالأصول –مالكي –  استقر بتونس. ولي قضاء طرابلس ثم صرف عنه فرجع الي تونس. واسندت اليه فيها   مشيخة بعض المدارس الي ان توفي بها .  وهو أحد الائمة  الحافظين لفروع المذهب .  ترك الشيخ حلو لو جملة من المؤلفات القيمة في الفقه المالكي، واعتبر من بين من دون المذهب ومسائله بشكل متميز وساهم في الحفاظ عليه وصونه.
